Skill Details: Attack one target foe 3 times, with each successful hit add +3... 36....45, to the next hit. But, after the first hit you have a 90% probability of successfully contacting the target again, after the 2nd hit you have a 50% chance of successfully hitting the target again. If the 2nd hit misses then recharge time of skill is cut in half. If the 3rd attack is successful then the target is knocked down. If the 3rd attack is unsuccessful then the user is knocked down.
(I hope by adding in the side affects it made it more balanced)
Concise Explanation: Melee attack 1 target foe with 3 strikes, each strike that hits will had +3...36...45 to the next hit. So, 1st hit is normal dmg, 2nd hit has +3...36...45, and 3rd hit adds a bonus dmg of +6...+72...+90. Foe is knocked down if successful, user is knocked down if unsuccessful. (See how after the first and 2nd hit the bonus dmg stacks. That's why the 3rd hit has a 50% chance of hitting the target foe.)

Sword Chucks: For the next 1..15..30 seconds Target Ally wields Sword Chucks. For the next 1..5..10 attacks Target ally attacks 50% faster dealing +1..5..10 damage. All damage delt to foe is also delt to wielder of weapon.

This is not a full blown bone dragon but a smaller version image wise and has no additional skills other than the D.R.. This is not an elite skill. Removing hex or if target dies triggers effect. Bone dragon fiend counts as a minion. Bone Dragon Minions do NOT leave exploitable corpses other than their masters.

I figured monks do not have their own running skill so this could be a nice addition to the bar. I think putting it in smiting balances it from being overpowered, but giving the energy denial from foes targeting you makes it worth using. Elite Stance. (15 seconds) Whenever you interrupt a foe, you steal 0..2..3 energy from that foe, and your interrupt recharges 5..25..35% faster.
Cutoffs (energy stealing):
0-4 -> 0
5-9 -> 1
10-13 -> 2
14+ -> 3
Thoughts:- I felt this makes more sense as a stance, as it fits with many of the other Mantras available. It's effects fit with an inspiration line skill, and I wanted to make it available to Mesmer secondaries (particularly rangers, though other classes could also use it).
- I did not want it to be 100% maintainable in PvP (Dwarven Stability breaks too many stances anyway).
- If the skill proves too good when used with other classes (particularly ranger), it could move to FC or only work for spell-based interrupts. I think that the significant commitment to Inspiration required to use it effectively would balance against that, though.
- I'm not sure that the recharge mechanic is possible with ranged interrupts (arrows and spears) or delayed-effect interrupts like Shame and Clumsiness in the current engine. To that end, I might rework the recharge mechanic later.
- This only works for good interrupters. Players who miss interrupts get no benefit from this skill.

Spell Description: Create a Thunderstorm at target foe's location. For 5 Seconds, foes within the area of target foe cannot use or be the target of shouts and chants. When this skill ends, all foes within the area are struck for 10...82 lightning damage. This spell has 25% Armor Penetration and causes exhaustion.
Side Notes: Better suited for PvE, but not exclusively. Since it is obvious that you are within the area when Thunderstorm is cast, any sensible player can avoid the ending effects of this skill. I don't think its overpowered, but that's just me. All other Elementalist Type Spells get at least 1 AoE, so i decided to give Air Magic one (Besides Chain/Invoke Lightning cause they only target up to 3 people anyways), even though Air is based more on spiking. Gives the possibility of a decent PvE Air Elementalist.

Skill Description:For each foe within earshot gain 1 energy for every 2 ranks of Soul Reaping (max 20 energy). For each foe in which energy was gained, sacrifice an additional 5% maximum health. For 1...4 seconds you run 25% faster. 50% chance of failure with soul reaping 4 or less.
Notes: Initial 10% sacrifice occurs regardless of cast failure or success, this includes failure by interruption. Additional health sacrifice will only be included upon successful cast completion.
Personal Developer thoughts: I'm just trying to think of a possible way of "buffing" the use of Soul Reaping within PvP. It provides a fairly high energy gain however to offset this there is a high amount of health sacrificed. The more energy you try to get, the more risk you give to yourself as you sac more health. It ideally should make soul reaping alot more viable in higher end PvP where deaths are scarce. Since its non-elite it opens up alot of combination possibilities allowing you to spam many higher end energy skills.
I considered making this an elite skill but that would make it similar to offering of blood as well as limiting the types of builds it could be used in. Instead of making it elite I choose to increase the health sacrifice.
Skill Edits: Added For 1...4 seconds run 25% faster, I decided that the health sacrifice with the skill might be a little extreme if many foes were within earshot. Thus I added this so necros would be able to "hit and run." Obviously I'd need to see the skill in action to know whether the speed boost made the skill too overpowered.
Edit: Forgot to mention that I'm Canadian and thus am ineligible for the best buy prize
